On his attestation form he gave his date of birth as 21st January 1893 in Birmingham, England, his occupation as Mounted Police and his next of kin as Alice J. Price, c/o C.F. Price, 1 Waterloo St., Birmingham, England. Cecil was 5 feet 8½ inches tall with a dark complexion, brown eyes and black hair.
