Frank Phillips was born in Grandborough, Buckinghamshire the son of a vicar. He attended Worcester Royal Grammar School from 1902 to 1904. He was admitted to the Law Society as a solicitor in 1910 and in March 1911 the “Worcesterian” records him as having passed his Law Finals, following which he was appointed as secretary and legal advisor to the Newspaper Illustration Company Ltd. He enlisted in the army whilst living in Putney.
