Francis was born in Evesham, Worcestershire and joined the Birmingham City Police on Monday 18th December 1939 immediately upon leaving Evesham Grammar School. Leaving the Police service on Monday 16th February 1942, Francis joined the R.A.F. being promoted from Pilot Officer to Flying Officer on Friday 26th September 1943.

He was married to Joan Emerson Greaves of 31, Greenfields Drive, Harrogate, Leeds on Wednesday 8th December 1943.
