Owen was born in Blockley in 1896, his father was a labourer. He was one of 15 children, of whom ten were alive in 1911. He was registered at birth as Richard Owen, but the Blockley parish register shows him, presumably in error, as being baptised as Charles Henry. The subsequent censuses, the military documents and his inscription on the Blockley war memorial show him as simply Owen.
He was at home in Blockley until he enlisted in the army, working like his father as a labourer, at least in 1911. He enlisted in Worcester before war was declared, probably as a regular soldier, for he was with his unit, the 3rd Battalion of the Worcestershire regiment, when it deployed to France within days of the outbreak of war in 1914. His personal military documents have unfortunately not survived.
