Arthur Neale was born on 25th February 1888 in Kidderminster, Worcestershire. He gave his occupation as a shop assistant when he enlisted in the Royal Navy in 1908 for a period of 5 years. He served on 4 separate ships from 17th June 1908 to 20th August 1909 when he left the navy having purchased his discharge.
