Possibly James Walter Burton, born in Birmingham in 1894, the son of Thomas Burton.  On 1911 census, aged 17, he is resident 15 Spring Street, Birmingham and employed as a coal heaver.

The following individual has been suggested and researched by Andy Frisby:
Possibly William James Burton born 1895, occupation in 1911 census given as Fitter, Motor Trade. Son of William James/ Emma Burton, 39 Blake Lane, Birmingham.

J.W. Burton appears twice on each memorial, under Commercial Staff and Workpeople, both shown as serving with the Royal Field Artillery.  As none of the other names under Commercial Staff are repeated under Workpeople, it is possible that these are two different people with the same initials and surname who served in the same regiment.
